On May 17, 1933, a reorganization of the Union National Bank which would immediately free 50% of deposits was announced by W.W. McCulloch, president of the institution. The reorganization called for the establishment of a new bank to be known as the Scranton National Bank, was agreed upon to meet the situation arising from the delay in licensing the bank since the bank holiday declared by President Roosevelt.
